Town Centres and Retailing Study 2007

Cotswold District Council appointed GVA Grimley LLP to prepare a Town Centres and Retailing Study, published in June 2007, to form part of the evidence base for the emerging Local Development Framework (which will eventually replace the Local Plan).

The study provides an evidence base relating to the future role of the ten retail centres, and their potential retailing and leisure development opportunities.

The study is an assessment of information gathered from a detailed analysis of town centre health, current retail expenditure patterns, and empirical research. The study has been able to identify the key issues in each of the ten retail centres, its place in the retail hierarchy and future role.

Since the completion of the Cotswold District Town Centres & Retailing Study in 2007, it has come to light that there are some errors in the contents of the report.  These are summarised below:

  • Within Sections 4 and 5 of the study there is a lack of reference to the Budgens store in Moreton-in-Marsh.  This is an omission and will be corrected. 
  • At paragraph 5.44 there is a reference to 93% leakage of trade outside of the District from the Moreton-in-Marsh area.  This is incorrect and will be revised.
  • There are also missing references to the Budgens store in the quantitative assessment of need in Section 6 and Appendix F.  Whilst the market share of the Budgens store is included within the overall market share data for Moreton-in-Marsh in Table 4, the lack of reference to the retail sales floorspace associated with the Budgens store leads to misleading retail floorspace capacity predictions in Table 16f.  Therefore, the retail floorspace capacity assessment, insofar as it relates to Moreton-in-Marsh will be updated, to include the correct figures.
